Two Arrested on Felony Drug Charges in Jackson County

A Glenville woman and a Sylva man are facing felony charges in connection with a drug trafficking investigation in Jackson County.

According to the Sheriff’s Office, deputies stopped a vehicle around 1 a.m. on August 31 along U.S. 23/74 in the Balsam community for a traffic violation. During the stop, deputies say the driver and passenger allowed a search of the vehicle. That search turned up more than 10 grams of suspected fentanyl, a small amount of methamphetamine, and assorted drug paraphernalia.

Forty-five-year-old Donna Galloway of Glenville was charged with two felony counts of trafficking opium or heroin, along with felony conspiracy, possession with intent to sell or deliver, and multiple misdemeanor drug offenses. Sixty-one-year-old Mark Osborne of Sylva was charged with felony conspiracy to traffic opium or heroin.

Court documents allege the pair worked with an unidentified third person to sell the fentanyl. Galloway alone is accused of trafficking by transport and possession.

Under North Carolina law, trafficking opium or heroin in amounts between 4 and 14 grams is a Class F felony, carrying a mandatory prison sentence of up to 93 months and a $50,000 fine if convicted.

Both remain in the Jackson County Detention Center. Galloway is being held under a $200,000 bond, and Osborne under a $75,000 bond.
