RALEIGH -- The school voucher program in North Carolina has been ruled unconstitutional by Wake County Superior Court Judge Robert Hobgood. The program used taxpayer money to help low-income families pay for tuition at private schools. Darrell Allison, President of the Parents for Educational Freedom in North Carolina, says they are planning an appeal.
